“Used pallets are banned from the EU”
No blanket ban exists. Reuse is encouraged in EU packaging policy.
“An ISPM15 stamp proves PPWR compliance”
It does not. Plant health and packaging law are separate rulebooks.
“Every pallet needs a Declaration of Conformity”
Where relevant, it is a manufacturer-level obligation — not a per-pallet certificate.
“Any 1200 x 800 pallet is an EPAL pallet”
EPAL is a licensed system with its own marks, not a footprint.

Straight answers to the common questions
- Can used UK pallets still be exported to the EU?
- In general terms, yes — there is no blanket ban on used UK pallets entering the EU. Solid wood packaging moving from Great Britain to the EU generally needs to meet ISPM15 treatment and marking requirements, and separately your customer may ask packaging questions under the EU Packaging and Packaging Waste Regulation. The practical issue with anonymous used pallets is not legality, it is whether you can answer the questions your customer asks about them.
- Does an ISPM15 stamp prove PPWR compliance?
- No. ISPM15 is a plant-health measure about treating wood so it does not carry pests. PPWR is packaging law covering different subject matter. An ISPM15 mark is evidence of treatment and marking under a plant-health standard — it does not by itself demonstrate conformity with packaging legislation.
- Do pallets need a Declaration of Conformity?
- Not in the sense of a separate document per pallet. Where a declaration of conformity is relevant under EU packaging law it is a manufacturer-level obligation tied to a defined economic-operator role, not a certificate that accompanies every individual pallet. Who holds that obligation depends on the supply chain, so confirm the position for your particular arrangement.
- Is a 1200 x 800 pallet automatically an EPAL pallet?
- No. 1200 x 800 mm is a footprint. Genuine EPAL pallets belong to a licensed, controlled system and carry EPAL system marks. Plenty of Euro-sized pallets are not EPAL pallets, and describing them as EPAL would be wrong.
- Can repaired pallets be exported?
- Often, yes — but repair matters. Where an ISPM15 mark is present and the pallet has been repaired, the treatment status of the replacement components and the correct handling of the mark both become relevant. If in doubt, send photographs of the pallet and its marks and we will tell you what we can see.
