Empty pallets for export
A pallet under your goods is packaging. A container of pallets sold to a buyer overseas is a timber product, and the rules that follow are not the same.
Why the distinction matters so much
Almost everything written about ISPM15 assumes wood packaging in use as packaging. Send pallets as the commodity and you step out of that framework: the consignment may be classified as a timber product, and timber products can attract requirements — including documentation — that the wood-packaging route does not involve.
This catches people who have exported palletised goods for years and reasonably assume they know the answer. The honest position is that it is a different question and needs to be asked as one, with the plant health authority for the destination and with your customs agent.
What to establish before you commit
Get these answers before you agree a price or a shipping date, because they can change both.
- How the destination classifies a consignment of pallets, and what it requires as a result
- Whether any plant-health documentation is needed for the movement
- The commodity code your customs agent will use, and what it brings with it
- Whether the buyer has specified condition, footprint or marking
- How the pallets will be banded, stacked and secured for the journey
What we can and cannot do
We can quote and supply pallets to a specification, describe what we supply factually, and tell you what marks they carry. We will not issue a document certifying that your consignment meets a destination country's requirements, and we will not guess at a classification — those belong with the authority and with your customs agent respectively.
